I work at a vac store. I know that in the U.S. upright vacs are popular because many homes have mostly or only one type of low pile carpet. That's what uprights are ideal for cleaning. Canisters are better on hard surfaces and multi-surfaces. I've never been to Australia, but if I had to guess, hard floors are probably more popular there. Actually hard surfaces are easier to clean and you can clean them more thoroughly, so they make for a healthier life style. They are gradually becomeing more popular here again, for that reason.
References :
I live in the USA and clean houses I prefer an upright. The one I have in my home is a Simplicity. It is light weight attachments built into the back of the vacuum and it pushes easy. The simplicity has where it adjust to different heights of carpet automatic. I clean one house that has a dragged behind vacuum and it takes me longer to sweep because I have to move the back part all the time.
References :
Janitorial Work

well, if i lived in australia, i would want to be a few feet from anything low to the ground when i first moved it, imagine a funnel web spider running out on your foot from under the upright vac as you stepped on the switch to unlock the handle!
References :
Upright vacuums are a pain in the butt, really heavy to push, and don't clean very well compared to a pull-behind or built-in vacuum unit. I'm not sure why they don't sell them much in Australia, but in Canada they are readily available and I know many people that refuse to buy them for the reasons I described.
